Parrish Design, P.C. , based in Smithfield, Virginia, has been providing architectural design and consulting services for both residential and commercial clients throughout Isle of Wight County for nearly four years and the greater Hampton Roads area for over 16 years. Plastic Bag Recycling Program Wins Awards
 Isle of Wight County's Isle Be Green Recycling Program
has been recognized by both the National Association of Counties (NACo) and the Virginia Association of Counties (VACo). The County received one of only 16 NACo Best in Category Achievement Awards, and was one of 14 to receive a VACo Achievement Award this year. The program began in August of 2009 after the County recognized that plastic bag litter is an environmental hazard, as well as a nuisance and financial burden to local farmers. Isle of Wight partnered with schools, commercial property owners, recyclers, retailers and others to establish and promote clean and efficient recycling collection points. As a result, 13,780 pounds (964,620 plastic bags) have been collected as of June 30, 2010, and the County is saving money on landfill tipping fees. For more information about the program visit

ED Close Up - Rachel Morris Chieppa, Rural Economic Development Manager

Rachel Chieppa has been with the County for six years serving as liaison to the farming and forestry communities. She is their advocate instituting farmer friendly policies, procedures, and initiatives such as creating the Purchase of Agricultural and Forestal Conservation Easements (PACE) Program (a voluntary farmland and forestland preservation program), supporting and creating farmers’ markets, equine industry development, agri-business recruitment, and agri-business retention and expansion. Rachel also coordinates educational agriculture-related programs for children at local libraries and other places as requested.
Rachel obtained her Master’s Degree in Public Administration and her Bachelor’s of Science in Agricultural and Applied Economics from Virginia Tech. Prior to joining the County, she worked as Assistant Director of Governmental Relations with the Virginia Farm Bureau in Richmond, where her focus was on local affairs including taxes (estate and land use), zoning, and farmland preservation.
Rachel is a board member representing the southeast district on the Farmers Direct Marketing Association (FDMA) Board. She also serves as a council member on the South Hampton Roads Resource, Conservation, and Development (RC&D) Council, where she holds the office of Secretary. She is a member of the following organizations: Virginia Agriculture Development Officers group, the Purchase of Development Rights (PDR) Managers group, the Virginia Agribusiness Council, the Virginia Farm Bureau, and the Virginia Economic Developers Association (VEDA).
